If the pool drain is not working, then it will be difficult to keep the pool water clear during times of heavy usage.  Without a pool drain, the water in the lower 3/4 of the pool does not circulate effectively.

This is because only the water at the top is circulated and filtered out.  The water enters the skimmer, gets filtered and then returns to the surface via the return inlets on the side of the pool.

If the main drain is plumbed into the skimmer as in Alt Setup 1, the float valve needs to be in place in order to force some water to be pulled up from the main drain.  Without the float valve in place, the pool will operate as if it had no main drain.
